Because it was so popular (it was included with Windows), it came up with ways to do nifty things on websites. There was a long time where you had to do things differently for IE, because it did not follow standards. This frustrated web developers because they had to practically make two different sites. IE also had a lot of security vulnerabilities which gave it a bad name. Now, the IE team has caught up. IE is now on par with most other modern browsers, yet it's history still causes people to judge it poorly. Most of the people that will badmouth IE in the comments probably haven't used it for quite a while.
