When I grew up, we started the week before Labor Day in the Chicago suburbs, but city of Chicago started the day after Labor Day. Some of this may be due to local practices (ie. my schools closed for 2 days for Jewish high holidays each fall due to high number of Jewish students and teachers). Some areas get a "ski week" in February in addition to the other breaks all schools get around Christmas and in the spring. While no longer the big impact it was when school year was set 200 years ago, there may be certain areas that are impacted by crops and shift their calendars accordingly. Lots of local reasons can affect the start dates and length of school year.
