Most people just want the cool look and don't care about other drivers, I was once guilty of it. It probably is illegal most places but it isn't heavily enforced. I can't think of anyone getting a ticket for running hids. It's kinda like an illegal tint ticket, you will only get one if the cop is really out to get you.
