Both of those countries were invaded and occupied fairly easily due to overwhelming military superiority, but it turns out that trying to turn around a foreign country and make it a secure thriving democracy by force is really hard and really expensive. And at the end of the day, doesn't really seem to work. The only guarantee is that it's going to cost a ridiculous amount of money. Sure, there's a basic moral stance that acknowledges that a bunch of NK citizens are stuck living in terrible poverty through no real fault of their own, and it'd be nice to help with that. But the solution to that problem is much larger and more complex than dropping bombs and removing the existing leadership.
